In accordance with article 12 bis of the statute of the Tribunal, following a request from the President of the Tribunal to the Secretary-General, a replacement judge, Mandiaye Niang (Senegal) was appointed on 11 September 2013 to serve the remainder of Judge Vaz's term, until 31 December 2014.

2. The proposed budget for the International Criminal Tribunal for Rwanda for 2012-2013 had been prepared taking into account the revised and updated completion strategy outlined in the report from the President of the Tribunal to the Security Council (S/2011/317).

In this context, the Security Council deplores the failure to date of the Republic of Croatia to execute the arrest warrants issued by the Tribunal against individuals indicted by the Tribunal, in particular the Bosnian Croats referred to in the letter of 16 September 1996 from the President of the Tribunal to the President of the Council (S/1996/763), and calls for the execution of those arrest warrants without delay.
وفي هـذا السياق، يشجب مجلس اﻷمن عدم قيام جمهورية كرواتيا حتى اليوم بتنفيذ أوامر الاعتقـال الصــادرة عن المحكمة ضد اﻷفراد المتهمين من قبلها، وخاصــة الكــروات البوسنيين المشــار إليهــم فـي الرسالــة المؤرخة ٦١ أيلول/سبتمبر ١٩٩٦ المبعوثة من رئيس المحكمة إلى رئيس المجلس (S/1996/763)، ويطالب بتنفيذ أوامر الاعتقال هذه دون تأخير.
