3- يجوز أن تُقدم البلاغ إلى اللجنة بموجب المادة 32 من الاتفاقية الدولة الطرف التي تدعي أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب الاتفاقية والتي تكون قد أصدرت إعلاناً وفقاً للمادة 32 من الاتفاقية.

7. 7 - ويجوز لأي دولة طرف، بموجب المادة 21 من الاتفاقية، أن تعلن في أي وقت أنها تعترف باختصاص لجنة مناهضة التعذيب في أن تتسلم بلاغات تفيد أن دولة طرفا تدعي أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية.

A communication under article 12 of the Protocol may be submitted to the Committee by a State party which claims that another State party is not fulfilling its obligations under the Convention and/or the substantive Optional Protocols thereto, and which has made a declaration in accordance with article 12 of the Protocol.
3- ويجوز أن تُقدم البلاغَ إلى اللجنة بموجب المادة 12 من البروتوكول الدولة الطرف التي تدعي أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب الاتفاقية و/أو البروتوكولين الاختياريين الموضوعيين الملحقين بها، والتي تكون قد أصدرت إعلاناً وفقاً للمادة 12 من البروتوكول.

It may also receive and consider communication in which a State party claims that another State party is not fulfilling its obligations under the Convention pursuant to article 32 of the Convention if both States parties have made such a declaration (14 States parties).
ويمكن أن تتلقى أيضا وتنظر في البلاغات التي تدعي فيها دولة طرف أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية عملا بالمادة 32 من الاتفاقية إذا أصدرت الدولتان الطرفان هذا الإعلان (14 دولة طرفاً).

Upon its ratification of the United Nations Convention, Turkey recognized, through a written declaration as foreseen in article 21/1, the competence of the Committee against Torture to receive and consider communications to the effect that it is not fulfilling its obligations under the Convention from States parties as foreseen in article 21/1 and from or on behalf of individuals subject to its jurisdiction as foreseen under article 22/1.
وعقب التصديق على هذه اتفاقية، اعترفت تركيا، عن طريق إعلان كتابي كما هو مبيّن في الفقرة 1 من المادة 21، باختصاص اللجنة المعنية بمناهضة التعذيب بشأن تسلّم البلاغات الوافدة من الدول الأطراف بما يفيد أنها لا تفي بالتزاماتها بموجب الاتفاقية والنظر فيها كما تبيّنه الفقرة 1 من المادة 21، ومن الأفراد الخاضعين لولايتها أو بالنيابة عنهم كما تبيّنه الفقرة 1 من المادة 22.
