Some nuclear-weapon States had been more forthcoming in fulfilling their obligations under article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and in reducing the role of nuclear weapons in their military doctrines.

2. In order to assist States parties in fulfilling their obligations under article 19, the Committee has adopted the following general guidelines as to the form and content of initial reports.
2- وبغية مساعدة الدول الأطراف في الوفاء بالتزاماتها بموجب المادة 19، اعتمدت اللجنة المبادئ التوجيهية العامة التالية بشأن شكل ومحتوى التقارير الأولية.

“1. Calls upon the nuclear-weapon States to demonstrate an unequivocal commitment to the speedy and total elimination of their respective nuclear weapons and, without delay, to pursue in good faith and bring to a conclusion negotiations leading to the elimination of these weapons, thereby fulfilling their obligations under article VI of the Treaty on the Non-Proliferation of Nuclear Weapons;
" ١ - تهيب بالدول الحائزة لﻷسلحة النووية أن تبدي التزاما لا لبس فيه بالقضاء السريع والتام على أسلحتها النووية وأن تسعى دون إبطاء وبحسن نية إلى إجراء مفاوضات تُفضي إلى القضاء على هذه اﻷسلحة والوصول بهذه المفاوضات إلى نتيجة، لتكون بذلك قد وفت بالتزاماتها بموجب المادة السادسة من معاهدة عدم انتشار اﻷسلحة النووية؛

2. In order to assist the States parties in fulfilling their obligations under article 18, the Committee recommends that the States parties follow general guidelines as to the form, content and date of reports.
2- ولمساعدة الدول الأطراف على الوفاء بالتزاماتها بموجب المادة 18، توصي اللجنة بأن تتبع الدول الأطراف مبادئ توجيهية عامة فيما يتعلق بشكل ومضمون ومواعيد التقارير.

(i) With a large number of States Parties continuing to need external resources reminding the international community that anti-personnel mines is not yet " yesterday's issue " , States Parties in a position to do so should place an increased emphasis on fulfilling their obligations under article 6 of the Convention.
`1` نظراً لكون الحالة المستمرة لعدد كبير من الدول الأطراف إلى موارد خارجية تُذَكِّر المجتمع الدولي بأن الألغام المضادة للأفراد ليست " مسألة من مسائل الماضي " ، ينبغي للدول الأطراف القادرة على ذلك أن تركز بشكل متزايد على الوفاء بالتزاماتها بموجب المادة 6 من الاتفاقية.

As the overall annual transparency reporting rate having steadily fallen since the First Review Conference, the States Parties should place an increased emphasis on fulfilling their obligations under article 7.2 of the Convention to provide updated information not later than 30 April of each year.
