إبلاغ الناس تتخذ كل دولة طرف، وفقا للمبادئ الأساسية لقانونها الداخلي ومع مراعاة ضرورة مكافحة الفساد، ما قد يلزم من تدابير لتعزيز الشفافية في إدارتها العمومية، بما في ذلك ما يتعلق بكيفية تنظيمها واشتغالها وعمليات اتخاذ القرارات فيها، عند الاقتضاء.

(a) Adopting procedures or regulations allowing members of the general public to obtain, where appropriate, information on the organization, functioning and decision-making processes of its public administration and, with due regard for the protection of privacy and personal data, on decisions and legal acts that concern members of the public;
(أ) اعتماد إجراءات أو لوائح تمكّن عامة الناس من الحصول، عند الاقتضاء، على معلومات عن كيفية تنظيم إدارتها العمومية واشتغالها وعمليات اتخاذ القرارات فيها، وعن القرارات والصكوك القانونية التي تهم عامة الناس، مع ايلاء المراعاة الواجبة لصون حرمتهم وبياناتهم الشخصية؛

(أ) أن تعتمد إجراءات أو لوائح تنظيمية تمكّن عامة الناس من الحصول، عند الاقتضاء، على معلومات عن كيفية تنظيم إداراتها العمومية واشتغالها وعمليات اتخاذ القرارات فيها، وعن القرارات والمراسيم القانونية التي تهم عامة الناس؛
