The Committee expresses its appreciation to the State party for the oral statement by the head of the delegation, which provided an overview of recent advances and challenges to the achievements of gender equality in the State party.
وتُعرب اللجنة عن تقديرها للدولة الطرف للبيان الشفوي الذي أدلى به رئيس الوفد والذي ألقى نظرة عامة على التقدم المحرز مؤخراً والتحديات والإنجازات في مجال المساواة بين الجنسين في الدولة الطرف.

It may therefore be said that over the reporting period Ukraine made substantial advances in improving the formulation and application of policies for the elimination of discrimination against women. However, it remains necessary to draft and adopt legislation establishing liability for violating the principles of gender equality in the State and in society.
ويمكن بالتالي القول بأن أوكرانيا قطعت أشواطا واسعة أثناء الفترة المشمولة بالتقرير في تحسين وضع وتطبيق السياسات المتعلقة بالقضاء على التمييز ضد المرأة, بيد أنه تبقى عملية صياغة واعتماد تشريعات لإقرار المسؤولية عن انتهاك مبادئ المساواة بين الجنسين في الدولة والمجتمع أمراً ضرورياً.

13. The Committee is concerned at the extremely low budget allocated to the Ministry of Women and Vulnerable Groups to promote gender equality in the State party and to collaborate effectively across all branches and levels of government.
13 - يساور القلق اللجنة إزاء الانخفاض الشديد في الميزانية المخصصة لوزارة شؤون المرأة والفئات الضعيفة لتعزيز المساواة بين الجنسين في الدولة الطرف، وللتعاون بصورة فعالة في جميع فروع ومستويات الحكومة.

Please also indicate whether the State party is supporting Parliamentarians awareness and knowledge of the rights of women under the Convention and the Committee's general recommendations with a view to ensuring that the Convention is used as a legal basis for legislation aimed at the elimination of all forms of discrimination against women and the achievement of gender equality in the State party.
ويرجى كذلك تبيان ما إذا كانت الدولة الطرف تدعم توعية البرلمانيين ومعرفتهم بحقوق المرأة بموجب الاتفاقية والتوصيات العامة للجنة بغية ضمان استخدام الاتفاقية كأساس قانوني للتشريعات الرامية إلى القضاء على جميع أشكال التمييز ضد المرأة وتحقيق المساواة بين الجنسين في الدولة الطرف.

While noting that the Convention is directly applicable, the Committee is concerned that the Convention has not received sufficient visibility and is not regularly used as the legal basis for measures, including legislation, aimed at the elimination of discrimination against women and the promotion of gender equality in the State party.
9 - ولئن كانت اللجنة قد لاحظت أن الاتفاقية تطبق مباشرة، فإن ما يشغلها هو أن الاتفاقية لم تنل التوضيح الكافي، كما أنها لا تستخدم بصورة منتظمة كأساس قانوني للتدابير المتخذة، بما فيها التدابير التشريعية الرامية إلى القضاء على التمييز ضد المرأة، وتعزيز المساواة بين الجنسين في الدولة الطرف.

71 - ولئن كانت اللجنة قد لاحظت أن الاتفاقية تطبق مباشرة، فإن ما يشغلها هو أن الاتفاقية لم تنل التوضيح الكافي، كما أنها لا تستخدم بصورة منتظمة كأساس قانوني للتدابير المتخذة، بما فيها التدابير التشريعية الرامية إلى القضاء على التمييز ضد المرأة، وتعزيز المساواة بين الجنسين في الدولة الطرف.

It is concerned that the Convention has not received the same degree of visibility and importance as regional legal instruments, particularly the European Convention on Human Rights and Fundamental Freedoms and European Union directives, and is therefore not regularly used as the legal basis for measures, including legislation, aimed at the elimination of discrimination against women and the promotion of gender equality in the State party.
وتشعر اللجنة بالقلق لأن الاتفاقية لم تحظَ بالقدر نفسه من التعريف والأهمية اللذين حظيت بهما الصكوك القانونية الإقليمية وخاصة الاتفاقية الأوروبية لحقوق الإنسان والحريات الأساسية وتوجيهات الاتحاد الأوروبي، ولذلك فإنها لا تُستخدَم بانتظام كأساس قانوني لاتخاذ التدابير، بما في ذلك التشريعات التي تهدف إلى القضاء على التمييز ضد المرأة وتعزيز المساواة بين الجنسين في الدولة الطرف.

8. The Committee notes with concern that, while the Convention forms an integral part of and takes precedence over the domestic law of the State party, in legal practice, it has not been given sufficient visibility as the legal basis for measures, including legislation and policy measures, for the elimination of all forms of discrimination against women and the promotion of gender equality in the State party.
8- تلاحظ اللجنة بقلق أنه في حين تشكل الاتفاقية جزءاً لا يتجزأ من القانون المحلي للدولة الطرف ولها الأولوية عليه في الممارسة القانونية، إلا أن الاتفاقية لم تحظ بالتعريف الكافي بوصفها الأساس القانوني لاتخاذ التدابير، بما في ذلك التشريع وتدابير السياسات العامة، للقضاء على جميع أشكال التمييز ضد المرأة وتشجيع المساواة بين الجنسين في الدولة الطرف.

3. Given that the Constitution provides traditional leaders the power to regulate issues where women are commonly discriminated against by men, such as family relations, please provide information on efforts taken to raise awareness on women's rights under the Convention amongst traditional leaders and the population in general with a view to eliminating discrimination against women and the achievement of gender equality in the State party.
3- بالنظر إلى أن الدستور يمنح الزعماء التقليديين سلطة تنظيم قضايا تتعرض فيها المرأة عادةً للتمييز ضدها من قِبل الرجل، مثل العلاقات الأسرية، فيرجى تقديم معلومات عن الجهود المبذولة لإذكاء الوعي في أوساط الزعماء التقليديين والسكان عامةً بحقوق المرأة المنصوص عليها في الاتفاقية بهدف القضاء على التمييز ضد المرأة وتحقيق المساواة بين الجنسين في الدولة الطرف.
