Agreeing with the fact that the geostationary satellite orbit is a geometric locus in outer space where, inter alia, an object in orbit behaves differently with respect to the Earth from the way in which it would behave in any other locus in outer space, that is, it revolves at the same speed as the Earth, for which reason, viewed from the Earth, it seems to be fixed;
٤ - واقتناعا منها بأن مدار السواتل ذات المدار الثابت بالنسبة لﻷرض هو موقع هندسي في الفضاء الخارجي يسلك فيه، ضمن أمور أخرى، الجسم الذي يوضع هناك مسلكا مختلفا بالنسبة الى اﻷرض عن مسلكه في أي مكان آخر في نفس هذا الفضاء، أي أنه يدور بنفس سرعة دوران اﻷرض ولذا فإنه يبدو ثابتا عندما ينظر اليه من اﻷرض،

Pursuant to that recommendation, as little debris as possible should be released into the geostationary orbit during the placement of a satellite in orbit and a geostationary satellite at the end of its life should be transferred, before complete exhaustion of its propellant, to a super synchronous graveyard orbit.
وعملا بهذه التوصية، ينبغي تقليل كمية الحطام التي تُطلق في المدار الثابت بالنسبة للأرض قدر الإمكان خلال عملية وضع الساتل في المدار، ولا بد من نقل الساتل ذي المدار الثابت بالنسبة للأرض في نهاية عمره، وقبل استنفاد قوة دفعه بالكامل، إلى مدار تزامني فائق يستخدم كمقبرة للسواتل.
