The central obligation in relation to the Covenant is for States parties to give effect to the rights recognized therein.

1. The States parties to the Covenant shall submit reports on the measures they have adopted which give effect to the rights recognized in the Covenant and on the progress made in the enjoyment of those rights.

Where not already provided for by existing legislative or other measures, each State party to the present Covenant undertakes to take the necessary steps, in accordance with its constitutional processes and with the provisions of the present Covenant, to adopt such legislative or other measures as may be necessary to give effect to the rights recognized in the present Covenant.

7. Nepal has adopted the necessary constitutional and legislative measures to give effect to the rights recognized in the Covenant.
