Mr. Golovinov (Russian Federation) (spoke in Russian): Multilingualism in the United Nations, as expressed in particular through the use, in the Organization's work, of the official and working languages, forms the very basis of the universal character of the Organization and is an important means of achieving the fundamental purposes of the Charter of the United Nations.

Mr. Golovinov (Russian Federation) said that the United Nations procurement system should be reformed strictly in accordance with the relevant resolutions of the General Assembly, which had devoted consistent attention to the matter since the early 1990s, in order to improve efficiency and transparency, give all trustworthy vendors from all Member States access to United Nations contracts and prevent fraud and abuse.
