(a) Biological, chemical or nuclear weapons, as well as any explosive or radioactive material, intended to cause death or serious injury or damage for the purpose of intimidating a population, or compelling a Government or an international organization to do or to abstain from doing any act;

The SUA Convention has been amended to include such offences as using a ship in a manner that causes death or serious injury or damage when the purpose of the act, by its nature or context, is to intimidate a population, or to compel a Government or an international organization to do or to abstain from any act and the transport of weapons of mass destruction or of weapons or equipment that could be used for weapons of mass destruction.

But it covers only acts to cause death or serious bodily injury to civilian and not other acts intended to cause serious damage to property, the use of firearms or explosives, and acts intended to disrupt the essential services - when the purpose of such acts could also be to intimidate a population or to compel a Government or an international organization to do or abstain from doing something.

3. In particular the Protocol typifies as a criminal offence the use against, or on, a ship, or discharges from a ship of any explosives, radioactive material or biological, chemical or nuclear weapon in a manner that causes or is likely to cause death or serious injury or damage, when the purpose of the act is to intimidate a population, or to compel a Government or an international organization to do or to abstain from doing any act.
3 - وعلى وجه التحديد صنف البروتوكول ضمن الجرائم الجنائية استخدام أية مواد متفجرة أو مشعة أو أسلحة بيولوجية أو كيميائية أو نووية ضد سفينة أو علي متنها أو تسربها من سفينة على نحو يؤدي إلى حدوث وفاة أو إصابة خطيرة أو ضرر، إذا ما كان الغرض من العمل هو ترهيب الركاب، أو إرغام حكومة أو منظمة دولية على القيام، أو الامتناع عن القيام، بعمل ما.

(b) Irrespective of whether motivated by considerations of a political, philosophical, ideological, racial, ethnic, religious or other similar nature, also committed for the purpose of provoking a state of terror in the general public or in a group of persons or particular persons, intimidating a population, or compelling a Government or an international organization to do or to abstain from doing any act;
(ب) الأعمال التي تُرتكب بغرض إشاعة حالة من الرعب بين عامة الجمهور أو جماعة من الأشخاص أو أشخاص معينين، أو تخويف جماعة من السكان، أو إرغام حكومة أو منظمة دولية على القيام بعمل ما أو عدم القيام به، بصرف النظر عن تبريرها بأي اعتبارات ذات طابع سياسي أو فلسفي أو عقائدي أو عنصري أو عرقي أو ديني أو أي طابع آخر من هذا القبيل؛

(c) Damage to property, places, facilities or systems referred to in paragraph 1 (b) of the present article resulting or likely to result in major economic loss, when the purpose of the conduct, by its nature or context, is to intimidate a population, or to compel a Government or an international organization to do or to abstain from doing any act.
(ج) إلحاق ضرر بالممتلكات أو الأماكن أو المرافق أو الشبكات المشار إليها في الفقرة 1 (ب) من هذه المادة، تنتج عنه أو يرجح أن تنتج عنه خسارة اقتصادية كبيرة. عندما يكون الغرض من هذا الفعل، سواء بسبب طابعه أو سياقه، هو إشاعة الرعب بين السكان، أو حمل حكومة أو منظمة دولية على القيام بأي عمل من الأعمال أو الامتناع عن القيام به.

(ج) إلحاق ضرر بالممتلكات أو الأماكن أو المرافق أو الشبكات المشار إليها في الفقرة 1 (ب) من هذه المادة، تنتج عنه أو يرجح أن تنتج عنه خسارة اقتصادية كبيرة، عندما يكون الغرض من هذا الفعل، سواء بسبب طابعه أو سياقه، هو إشاعة الرعب بين السكان، أو حمل حكومة أو منظمة دولية على القيام بأي عمل من الأعمال أو الامتناع عن القيام به.

For purposes of that treaty, terrorism includes any " act intended to cause death or serious bodily injury to a civilian, or to any other person not taking an active part in hostilities in a situation of armed conflict, when the purpose of such act, by its nature or context, is to intimidate a population, or to compel a Government or an international organization to do or to abstain from doing any act " .
