Several joint programmes have been implemented in the framework of cooperation between the Republic of Yemen and the UNHCR office, such as the programme to register and issue identity cards to Somali refugees dispersed throughout the different governorates of the Republic. The programme ran from mid-2002 to mid-2003 and a total of 47,000 refugees were registered.
92- وفي إطار التعاون بين اليمن والمفوضية السامية لشؤون اللاجئين تم تنفيذ عدة برامج مشتركة كبرنامج تسجيل اللاجئين الصوماليين المنتشرين في عموم محافظات الجمهورية وكذلك إصدار وثائق هوية لهم حيث نُفذ البرنامج منتصف العام 2002 وحتى منتصف العام 2003 وتم تسجيل 000 47 لاجئ.

(a) Severe overcrowding in prisons; there are 10,817 prisoners in 22 central prisons in the different governorates of the Republic, according to the figures of the Department of Prisons as of 30 November 2006;

There are currently 26 such colleges and training institutions, distributed among the various governorates of the Republic, which employ 960 teachers who provide instruction and training in specialized fields such as electrical engineering, electronics, mechanical engineering (vehicles and agricultural equipment), production mechanics, structural engineering, finishing, carpentry, the hotel and tourist trades, agriculture and veterinary medicine.

The scope of the food programme was expanded through social participation in 16 governorates, and the food support programme for mothers, pregnant women and children was boosted in 47 health centres in target regions. However, the health sector still requires greater support and continuous cooperation if higher standards of health are to be achieved in all governorates of the Republic.

(g) Joint programmes were successfully implemented, in coordination and cooperation with UNHCR. The most important example was a programme to register Somali refugees dispersed throughout different governorates of the Republic and provide them with identity papers, since they had none in their possession.

70. The first consultative meeting of presidents of appeal courts from all the governorates of the Republic, entitled " Towards the development of the courts' effectiveness " , was held at the Higher Judicial Institute from 31 March to 1 April 2004 and attended by senior Ministry officials and directors-general.
٧٠- عقد بالمعهد العالي للقضاء اللقاء التشاوري الأول لرؤساء محاكم الاستئناف في عموم محافظات الجمهورية وضم قيادة الوزارة ومدراء العموم في الفترة من ٣١ آذار/مارس - ١ نيسان/أبريل ٢٠٠٤ وتحت شعار (نحو تطوير وتفعيل الأداء في المحاكم).

These vocational colleges, institutions and centres are located in different governorates of the Republic and are staffed by a select group of specialists and qualified teachers who teach and train the students in specialized areas such as electricity, electronics, mechanics, motor vehicles, agricultural equipment, production mechanics, construction, refurbishing, carpentry, hotel work, tourism, agriculture, and veterinary science.

- A plan was designed for the deployment of security forces in all the governorates of the Republic with a view to strengthening security in all districts. In addition, security monitoring and traffic checkpoints have been set up on the main roads linking the governorates, so that security measures can be implemented rapidly when information is received about terrorist elements carrying out activities which undermine security;
- أعدت خطة للانتشار الأمني في عموم محافظات الجمهورية يتم من خلالها تعزيز الجانب الأمني في المديريات بكافة الوسائل الأمنية كما أعدت نقاط للمراقبة الأمنية والمرورية في الطرق الطويلة التي تربط المحافظات ببعضها للقيام بالإجراءات الأمنية السريعة عند وصول أية بلاغات عن قيام أية عناصر إرهابية بأعمال مخلة بحالة الأمن.

(a) Pursuant to Decision of the Prime Minister No. 120 of 2006, birth registration was made free of charge, following which a total of 276,716 birth certificates were issued in the governorates of the Republic (see table 8 showing the percentage increase in registration in the year of the Decision and birth registration figures from the Department of Civil Status for 2003 to March 2008);
