2. Article 18 of the Great Green Document on Human Rights
٢- المادة ٨١ من الوثيقة الخضراء لحقوق اﻹنسان

Where there are strong grounds for such a decision relating to public security or protection of the national interest. It should be noted in this connection that Libyan citizenship cannot be forfeited or withdrawn, since it is a sacred right under article 4 of the Great Green Document on Human Rights.
إذا قامت مبررات قوية تتعلق باﻷمن العام أو بحماية المصلحة الوطنية، وجدير بالذكر هنا أن نشير إلى أن الجنسية الليبية لا تخضع للاسقاط أو السحب فهي حق مقدس المادة ٤ من الوثيقة الخضراء لحقوق اﻹنسان.

7. Basic legislation in the Jamahiriya consists of the Proclamation of the Revolution, the Constitutional Declaration, the Declaration Establishing the People's Authority, the Great Green Document on Human Rights in the Age of the Masses, the Promotion of Freedom Act, the Declaration of Human Rights and the decisions of the Basic People's Congresses.
٧- والتشريعات اﻷساسية في الجماهيرية هي إعلان قيام الثورة واﻹعلان الدستوري وإعلان قيام سلطة الشعب والوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير وقانون تعزيز الحرية وإعلان حقوق اﻹنسان وقرارات المؤتمرات الشعبية اﻷساسية.

The Great Green Document on Human Rights specifically rejects all forms of exploitation, as do the Labour Code and the Child Protection Act.
لذلك نصت الوثيقة الخضراء الكبرى لحقوق الإنسان على مناهضتها لكافة أنواع الاستغلال، كما ينص قانون العمل وقانون حماية الطفولة على ذلك.

As evidence of this, the Great Green Document on Human Rights enunciates the following principle: Jamahiri society guarantees the right to legal redress, the independence of the judiciary, and the right of every accused person to a fair and impartial trial.
وللتدليل على ذلك، فقد نصت الوثيقة الخضراء الكبرى لحقوق الإنسان في المبدأ على أن المجتمع الجماهيري يضمن حق التقاضي واستقلال القضاء وأن لكل متهم الحق في محاكمة عادلة ونزيهة.

The Great Green Document on Human Rights in the Age of the Masses also emphasizes this principle by stating the following:
113- كما تؤكد الوثيقة الخضراء الكبرى لحقوق الإنسان على هذا المبدأ بالآتي:

Freedom of belief is consequently guaranteed for all, together with freedom of thought, as the Great Green Document on Human Rights guarantees freedom of thought, initiative and creativity for all, whether adults or children, without interference or restriction.
وبالتالي فحرية المعتقد مكفولة للجميع، وكذلك حرية الفكر حيث تكفل الوثيقة الخضراء الكبرى لحقوق الإنسان للجميع سواء كانوا كباراً أو صغاراً حرية التفكير والإبداع والابتكار دون تدخل أو تقييد.

The essence of the Great Green Document on Human Rights is perfectly consistent with the principles of human rights and freedoms enshrined in the Charter of the United Nations as they relate to children.
وهكذا فإن ما جاء في الوثيقة الخضراء الكبرى لحقوق الإنسان يتفق تماماً وينسجم مع مبادئ حقوق الإنسان والحريات والمبادئ المكرسة في ميثاق الأمم المتحدة فيما يتعلق بالطفولة.

Principle 14 of the Great Green Document on Human Rights in the Age of the Masses stipulates that Jamahiri society supports all those who have no means of support.
والمادة 14 من الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير التي أكدت على أن المجتمع الجماهيري ولي من لا ولي لـه.

9. There is nothing in the Great Green Document on Human Rights or the Promotion of Freedom Act that is prejudicial to human freedom and human dignity. Indeed, both texts give unprecedented recognition to these rights by calling for the abolition of the death penalty.
9- والنصوص الواردة في الوثيقة الخضراء الكبرى لحقوق الإنسان وفي قانون تعزيز الحرية لا تشكل أي مساس بحرية الإنسان وكرامته بل إنها تميزت بإقرار حقوق بشكل غير مسبوق وذلك بالدعوة إلى إلغاء عقوبة الإعدام.

25. The Great Green Document on Human Rights in the Age of the Masses, which was promulgated in 1988, contains many principles designed to sanctify and safeguard human freedom and ensure a decent life for all members of society.
25- ولقد صدرت الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير في عام 1988 متضمنة الكثير من المبادئ التي تستهدف تقديس حرية الإنسان والمحافظة عليها، وضمان معيشة ميسرة كريمة لأفراد المجتمع.

According to the Great Green Document on Human Rights, all citizens, whether children or adults, male or female, enjoy all human rights.
271- وتؤكد الوثيقة الخضراء الكبرى لحقوق الإنسان أن المواطن طفلاً كان أو رجلاً، ذكراً كان أو أنثى، يتمتع بكامل الحقوق الإنسانية.

19. The Great Green Document on Human Rights acknowledges the right to act freely in the private sphere and the freedom of personal relationships, prohibiting all persons and entities from interfering in or seeking to diminish such relationships.
19- تطرقت الوثيقة الخضراء الكبرى لحقوق الإنسان إلى إقرار حق التصرفات الشخصية الخاصة، و إلى حرية العلاقات الشخصية، وحرمت على أي شخص أو جهة التدخل فيها أو العمل على إنقاصها.

A severe penalty would be imposed on him, up to and including death, because the Great Green Document on Human Rights in the Age of the Masses prescribed the death penalty for anyone whose existence posed a danger to others.
موضحا أنه من يمس الجانب الروحي في المجتمع الليبي لا يسمح له وتصدر بحقه العقوبة الشديدة التي تصل إلى الإعدام لأن الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير تنص على أن عقوبة الإعدام تكون لمن تشكل حياته خطرا على الآخرين.

263. Principle 10 of the Great Green Document on Human Rights states that:

The right to work is recognized in article 11 of the Great Green Document on Human Rights which stipulates that “work is an obligation and a right for every individual within the limits of his abilities, either alone or in association with others, and everyone has the right to choose the type of work that suits him”.
٢٠١- تقرر المادة ١١ من الوثيقة الخضراء لحقوق اﻹنسان حق العمل باعتباره واجباً لكل فرد في حدود جهده بمفرده أو شراكة مع آخرين ولكل فرد الحق في اختيار العمل الذي يناسبه.

192. Article 3 of the Great Green Document on Human Rights states: “The members of the society of the Jamahiriya enjoy freedom of movement and residence in time of peace.”
٢٩١- المادة ٣ من الوثيقة الخضراء لحقوق اﻹنسان: " أبناء المجتمع الجماهيري أحرار وقت السلم في التنقل واﻹقامة " .

61. The above texts clearly show that the Constitutional Declaration, the Promotion of Freedom Act and the Great Green Document on Human Rights in the Age of the Masses are consistent with the letter and the spirit of articles 2 and 26 of the International Covenant on Civil and Political Rights.
١٦- ويبين من النصوص المتقدمة في الاعلان الدستوري وقانون تعزيز الحرية والوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير أنها تتفق نصا وروحا مع ما جاء في المادتين الثانية والسادسة والعشرين في العهد الدولي للحقوق المدنية والسياسية.
