Article 7, paragraph 1, exempts the successor State from the obligation to attribute its nationality to persons having their habitual residence in another State and having the nationality of that State or a third State.

The current text of article 20 could be usefully complemented by including a reference to the obligation of the predecessor State to withdraw its nationality from the persons concerned having their habitual residence in the transferred territory only after such persons acquire the nationality of the successor State.
