The Secretary-General takes this opportunity to recall that, under established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered by virtue of their functions, to sign a treaty on behalf of a State without having to produce full powers to that effect.
ويغتنم الأمين العام هذه الفرصة ليذكِّر بأنه، وفقا لما استقرت عليه الممارسة الدولية، يحق لرؤساء الدول أو رؤساء الحكومات أو وزراء الخارجية دون سواهم، بمقتضى مهامهم، توقيع معاهدة باسم الدولة دون الحاجة إلى إبراز مستند بصلاحياتهم الكاملة لهذا الغرض.

In virtue of their functions and without having to produce full powers, the following are considered as representing their State:
