In its resolution 1220 (1999), adopted by consensus on 12 January, the Council took note of the Secretary-General’s intention to reduce the number of military observers in UNOMSIL and to retain in Conakry a small number who would return to Sierra Leone when conditions allowed, as suggested in paragraph 37 of his special report on UNOMSIL (S/1999/20).

Moreover, in paragraph 21 of his special report on UNMIL (S/2009/299) of 10 June 2009, the Secretary-General stated that, as indicated by the technical assessment mission, the Mission had a shortage of specialized trainers in various areas, including change management, programme development and strategic planning.

The drawdown plan as detailed in recommendations resulting from the technical assessment mission, as set out in the nineteenth progress report of the Secretary-General on UNMIL of 10 August 2009 (S/2009/411) as well as in his special report of 10 June 2009 (S/2009/299) and endorsed by the Security Council in its resolution 1885 (2009), will contribute to the consolidation and enhancement of the gains achieved so far.

As noted above, in his special report to the Security Council on UNOCI, the Secretary-General recommends that three armed helicopters, presently deployed in UNMIL, be transferred to UNOCI and that, although based in Côte d'Ivoire, the helicopters could be used in both Côte d'Ivoire and Liberia under a specific inter-mission cooperation arrangement (S/2012/186, para. 63).

The Advisory Committee notes that in his special report to the Security Council on UNOCI, the Secretary-General includes, among his proposed adjustments in the structure and strength of the Operation, the introduction of unmanned aerial systems in UNOCI, taking into account consultations in the Security Council and ongoing discussions in other bodies (see S/2013/197, para. 58).
