The Committee further stated that upon receipt of the information and the finalization of the assessment of the High Commissioner's requirements, the Committee would revert to the consideration of the staffing and functions of the Office of the United Nations High Commissioner for Human Rights and of the Centre for Human Rights.
وقالت اللجنة كذلك إنه عند تلقي المعلومات ووضع التقديرات النهائية لاحتياجات المفوض السامي، ستنتقل اللجنة الى النظر في ملاك موظفي مكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان، وفي مهام أولئك الموظفين.

4. Requests the Secretary-General to make available additional human and financial resources, giving due regard to the need to finance and implement activities of the United Nations related to development, to enhance the capability of the High Commissioner for Human Rights and of the Centre for Human Rights to fulfil effectively their respective mandates;
٤- تطلب إلى اﻷمين العام توفير موارد بشرية ومالية إضافية، مع إيلاء الاعتبار الواجب للحاجة الى التمويل وتنفيذ أنشطة اﻷمم المتحدة المتصلة بالتنمية، لتعزيز قدرة المفوض السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان على أداء الولايات المنوطة بكل منهما على نحو فعال؛

6. The Fifth Committee considered the question of the staffing and functions of the Office of the United Nations High Commissioner for Human Rights and of the Centre for Human Rights at its 69th and 74th meetings,on 29 June and 19 July.
٦ - نظرت اللجنة الخامسة في مسألة توفير الموظفين لمكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقـوق اﻹنسان ومهام المكتب والمركـز، وذلك فــي جلستيها ٦٩ و ٧٤، المعقودتيــن فــي ٢٩ حزيران/يونيه و ١٩ تموز/يوليه.

At its 74th meeting, the Fifth Committee had before it a draft decision submitted by the Rapporteur, on the basis of informal consultations, entitled " Staffing and functions of the Office of the United Nations High Commissioner for Human Rights and of the Centre for Human Rights " (A/C.5/48/L.84).
٧ - وكان معروضا على اللجنة الخامسة في جلستها ٧٤ مشروع المقرر الذي قدمه المقرر، على أساس مشاورات غير رسمية، المعنون " توفير الموظفين لمكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان ومهام المكتب والمركز " )A/C.5/48/L.84(.

In reviewing the report of the Secretary-General on the staffing and functions of the Office of the United Nations High Commissioner for Human Rights and of the Centre for Human Rights (A/C.5/48/77), the Advisory Committee had encountered some difficulty - in particular, over the absence of any clear indication of the organizational relationship between the Office of the High Commissioner and the Centre.
٣ - وعند استعراض تقرير اﻷمين العام عن توفير الموظفين لمكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان ومهام المكتب والمركز )A/C.5/48/77(، اصطدمت اللجنة الاستشارية ببعض الصعوبات، ولا سيما غياب أي إشارة واضحة إلى العلاقة العضوية بين مكتب المفوض السامي والمركز.

6. Underlines in this respect the importance of reflecting the outcome of this exercise in an update of the report of the Secretary-General on the staffing and functions of the Office of the High Commissioner for Human Rights and of the Centre for Human Rights (A/C.5/48/77) and in an organigram setting out the management structure, and of both being made available to the General Assembly for its consideration;
٦- تشدد في هذا الصدد على أهمية بيان نتيجة هذه العملية في تقرير يستكمل تقرير اﻷمين العام عن توفير الموظفين لمكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان ومهام المكتب والمركز )A/C.5/48/77( وتقديمها في عرض بياني يحدد هيكل اﻹدارة، وعلى أهمية إتاحتهما للجمعية العامة لكي تنظر فيهما؛

The Committee further stated in paragraph 11 of its report3 that upon receipt of the information and the finalization of the assessment of the High Commissioner's requirements, the Committee would revert to the consideration of the staffing and functions of the Office of the United Nations High Commissioner for Human Rights and of the Centre for Human Rights.
وقالت اللجنة كذلك في الفقرة ١١ من تقريرها)٣( إنه عند تلقي المعلومات ووضع التقديرات النهائية لاحتياجات المفوض السامي، ستنتقل اللجنة الى النظر في ملاك موظفي مكتب مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان ومركز حقوق اﻹنسان، وفي مهام أولئك الموظفين.

(c) In operative paragraph 4, after the words " giving due regard to " the words " other priority activities of the United Nations related to development, to enhance the capability of the High Commissioner for Human Rights and of the Centre for Human Rights to fulfil effectively their respective mandates " were replaced by the words " the need to finance and implement other priority activities of the United Nations related to development " .
