1. Alternative development policies are an important component of enhancing development in States affected by, or in some cases at risk of, the illicit cultivation of crops used for illicit drug production and manufacture, and play an important role in national, regional and international development policies and in comprehensive policies of poverty reduction and cooperation.
1 - تمثل سياسات التنمية البديلة عنصرا هاما في تعزيز التنمية في الدول المتضررة من زراعة المحاصيل غير المشروعة المستخدمة في إنتاج المخدرات وصنعها بطريقة غير مشروعة، أو في بعض الحالات الدول التي تكون عرضة لذلك، ولها دور هام في وضع سياسات التنمية الوطنية والإقليمية والدولية وفي وضع سياسات شاملة للحد من الفقر وبناء صرح التعاون.

(c) To ensure that programmes or projects do not inadvertently encourage illicit cultivation of crops used for the production of narcotic drugs;

(d) To develop policies and programmes that take into account a realistic assessment of the potential impact on illicit cultivation of crops used for the production of narcotic drugs;
(د) وضع سياسات وبرامج استنادا إلى تقييم واقعي للتأثيرات المحتملة على الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات؛

(e) To adjust the focus of development programmes and projects so that all stakeholders recognize and understand the real impact they may have on illicit cultivation of crops used for the production of narcotic drugs, and to take steps to minimize negative consequences;
(ﻫ) ضبط تركيز البرامج والمشاريع الإنمائية لتمكين أصحاب المصلحة كافة من معرفة وإدراك ما يمكن أن يحدثوه من تأثير حقيقي على الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات، واتخاذ تدابير للتقليص إلى الحد الأدنى من العواقب السلبية؛

Thus, fundamental human rights should be respected in carrying out both the demand and supply reduction pillars of the world drug problem, especially in issues related to alternative development and preventive alternative development and also when considering and implementing measures to eradicate the illicit cultivation of crops used for the production of narcotic drugs and psychotropic substances.

(j) Address the need to enhance international cooperation and increase comprehensively the effectiveness of strategies aimed at strengthening the capacity of States to counter illicit cultivation of crops used for the production of narcotic drugs and psychotropic substances and at promoting the realization of alternative development programmes;
(ي) أن تلبي الحاجة إلى تعزيز التعاون الدولي وإلى تعزيز شامل لفعالية الاستراتيجيات الرامية إلى تدعيم قدرة الدول على مكافحة الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات والمؤثرات العقلية وإلى الترويج لوضع برامج التنمية البديلة موضع التطبيق.

2. Alternative development, as an integral component of policies and programmes for reducing drug production, is an important, viable and sustainable option for preventing, eliminating or significantly and measurably reducing the illicit cultivation of crops used for the production and manufacture of narcotic drugs and psychotropic substances through tackling poverty and providing livelihood opportunities.
2 - تمثل التنمية البديلة، باعتبارها جزءا لا يتجزأ من السياسات والبرامج المتعلقة بالحد من إنتاج المخدرات، خيارا هاما ومجديا وقابلا للاستمرار لمنع الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج العقاقير المخدرة والمؤثرات العقلية وصنعها أو القضاء على زراعتها أو الحد منها بشكل كبير وقابل للقياس عن طريق معالجة مشكلة الفقر وتوفير فرص لكسب العيش.

4. Alternative development, which includes, as appropriate, preventive alternative development strategies and programmes, should be formulated and implemented by taking into account the vulnerability and specific needs of the communities and groups affected by illicit cultivation of crops used for drug production and manufacture, within the broader framework of national policies.
4 - ينبغي أن تراعى في رسم سياسات التنمية البديلة التي تشمل، حسب الاقتضاء، الاستراتيجيات والبرامج المتعلقة بالتنمية البديلة الوقائية وفي تنفيذها جوانب الضعف في المجتمعات والجماعات المتضررة من الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات وصنعها والاحتياجات الخاصة لهذه المجتمعات والجماعات، في الإطار الأوسع للسياسات الوطنية.
