1. In its resolution 19/17, the Human Rights Council decided to establish an independent international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people throughout the Occupied Palestinian Territory, including East Jerusalem.

The present report is submitted pursuant to Human Rights Council resolution 19/17, in which the Council decided to establish an independent international fact-finding mission to investigate the implications of the Israeli settlements on the human rights of the Palestinian people throughout the Occupied Palestinian Territory, including East Jerusalem.

In November 2012, the Human Rights Council planned to dispatch an independent international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people throughout the Occupied Palestinian Territory.

It submitted a joint report for consideration by the international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political economic, social and cultural rights of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, as mandated by the Human Rights Council in resolution 19/17.

In its resolution 19/17, the Council expressed concern at the expansion of settlements, and decided to dispatch an independent international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people throughout the OPT, including East Jerusalem.
