The analysing group noted that, while it would appear that Zimbabwe possesses sufficient knowledge that it could have enabled Zimbabwe to develop a plan to meet its Article 5 obligations in a reasonable amount of time, it was positive that Zimbabwe has committed, by 1 January 2013, to have built its capacity, improved its efficiency, carried out surveys and engaged those in a position to provide assistance.
