27. In the absence of a recognized standard, certain jurisdictions had in the past adjourned enforcement proceedings on the sole basis that setting aside proceedings were pending before the competent authority, as defined in articles V(1)(e) and VI of the Convention.

It was also stated that " the Armistice Demarcation Lines defined in articles V and VI of [the] Agreement [were] agreed upon by the Parties without prejudice to future territorial settlements or boundary lines or to claims of either Party relating thereto " .

The General Assembly, having considered the memorandum by the Secretary-General on the matter, decides to recommend the granting of the privileges and immunities referred to in articles V and VII of the Convention on the Privileges and Immunities of the United Nations to the Executive Chairman of the Special Commission established pursuant to Security Council resolution 687 (1991) of 3 April 1991.

In this respect, the Secretary-General is guided by General Assembly resolution 76 (I) of 7 December 1946, which approved the granting of the privileges and immunities referred to in articles V and VII " ... to all members of the staff of the United Nations, with the exception of those who are recruited locally and are assigned to hourly rates " .
