Mr. AL-BAHARNA (Bahrain) said that in his tenth report on the topic of international liability for injurious consequences arising out of acts not prohibited by international law (A/CN.4/459), the Special Rapporteur had quite rightly examined the questions of civil liability together with the question of State responsibility.
