Its article 17 serves to implement article 108 of UNCLOS and provides for the possibility of a State party other than the flag State which has reasonable grounds to suspect that a vessel exercising freedom of navigation is engaged in illicit traffic to request confirmation of registration from the flag State and if confirmed to seek authorization to take appropriate measures in respect of the vessel.

In section I, paragraph 14, of resolution 47/102, the Assembly requested the Programme to analyse world-wide trends in illicit traffic and transit in narcotic drugs and psychotropic substances, including methods and routes used, and to recommend ways and means for improving the capacity of States along those routes to deal with all aspects of the drug problem.
