In the absence of an international legal framework spelling out the rights and the freedoms of internally displaced persons specifically, the Representative compiled the Guiding Principles on Internal Displacement, which are based on existing instruments in international humanitarian and human rights law, and which were presented to the Commission on Human Rights in 1998 (E/CN.4/1998/53/Add.2, annex).

2. Also takes note of the reports of the committee of independent experts in international humanitarian and human rights law to monitor and assess any domestic, legal or other proceedings undertaken by both the Government of Israel and the Palestinian side, in the light of General Assembly resolution 64/254, and calls for the implementation of its conclusions;

26. Turkey also welcomed resolution 15/6 on follow-up to the report of the United Nations Committee of independent experts in international humanitarian and human rights law established pursuant to Council resolution 13/9 concerning the fact-finding mission on the Gaza conflict (the Goldstone report) and would follow up on the implementation of its recommendations.

(ب) توصي البعثة كذلك بأن يُنشئ مجلس الأمن في الوقت ذاته لجنة خبراء مستقلة في القانون الإنساني الدولي وقانون حقوق الإنسان الدولي لرصد أي إجراءات قانونية أو إجراءات أخرى داخلية تتخذها حكومة إسرائيل فيما يتصل بالتحقيقات المذكورة آنفاً ولتقديم تقارير عن ذلك.

(b) The Mission further recommends that the Security Council should at the same time establish an independent committee of experts in international humanitarian and human rights law to monitor and report on any domestic legal or other proceedings undertaken by the Government of Israel in relation to the aforesaid investigations.

16. In paragraph 1969 (b) of its report, the Mission further recommended that the " Security Council should at the same time establish an independent committee of experts in international humanitarian and human rights law to monitor and report on any domestic legal or other proceedings undertaken by the Government of Israel in relation to the aforesaid investigations.

It was crucial to reform the security sector and to ensure that members of the security forces underwent a thorough training and awareness programme in international humanitarian and human rights law.
