The list was forwarded to all 189 Member States and relevant international organizations, together with a note by the Chairman of the Committee dated 11 October 2001, requesting them to inform the Committee of the action they had taken with respect to the list in the light of the relevant provisions of resolutions 1127 (1997) and 1173 (1998), which imposed representation, travel and financial sanctions.

In spite of that, and although the draft resolution on the 1995 Agreement reaffirms the outcomes of the Summit, particularly those relating to the conservation and management of straddling fish stocks and highly migratory fish stocks, we should not neglect the fact that paragraph 31 (e) of the Plan of Implementation can be interpreted only in the light of the relevant provisions of the Law of the Sea Convention.
