7. 5 Signatories that have not ratified the Convention participated in the Meeting as observers: Brunei Darussalam, Ethiopia, Indonesia, Poland and Ukraine.

8. The following delegations participated in the meeting as observers, in accordance with article 11, paragraph 4, of the Convention and rule 1, paragraph 1, of the rules of procedure of the Meeting: China, Cuba, Egypt, India, Lebanon, Libya, Morocco, Myanmar, Oman, Palestine, Pakistan, Saudi Arabia, Singapore, Sri Lanka, and United States of America.

12. The following three States that had acceded to the Convention, but for which the Convention had not yet entered into force, participated in the meeting as observers, in accordance with Article 11, paragraph 4, of the Convention and rule 1, paragraph 1, of the Rules of procedure of the Meeting: Iraq, Kuwait and Palau.
12- واشتركت في الاجتماع بصفة المراقب الدول الثلاث التالية التي كانت قد انضمت إلى الاتفاقية ولكن الاتفاقية لم تكن قد دخلت بعد حيز النفاذ فيها، وذلك وفقاً للفقرة 4 من المادة 11 من الاتفاقية، والفقرة 1 من المادة 1 من النظام الداخلي للاجتماع: بالاو، والعراق، والكويت.

The relevant United Nations bodies, funds, programmes and agencies, and other relevant organizations may be represented in the meeting as observers.
