Recognizing the need for meaningful dialogue among States concerned in the regions of tension to avert conflict,
وإذ تسلم بالحاجة إلى إجراء حوار هادف فيما بين الدول المعنية في مناطق التوتر لتجنب نشوب الصراعات،

1. The Republic of Panama recognizes the need to hold consultations and dialogue with a view to achieving progress in the search for stability in the regions of tension.
1 - تقر جمهورية بنما بالحاجة إلى إجراء مشاورات وحوار بغية تحقيق التقدم في السعي إلى تحقيق الاستقرار في مناطق التوتر.

3. Calls upon Member States that have not already done so to open consultations and dialogue in the regions of tension without preconditions;
3 - تطلب إلى الدول الأعضاء التي لم تفعل ذلك بعد أن تقوم بإجراء مشاورات وحوار في مناطق التوتر دون شروط مسبقة؛

5. Urges also, in the context of confidence-building measures, the maintenance of military balance between States in the regions of tension consistent with the principle of undiminished security at the lowest level of armaments;
5 - تحث أيضا، في إطار تدابير بناء الثقة، على الحفاظ على التوازن العسكري بين الدول في مناطق التوتر والصراع وفقا لمبدأ تحقيق الأمن غير المنقوص بأدنى مستوى من التسلح؛

The universality of the NPT, in particular in the regions of tension, should be vigorously promoted.

It also requests the Secretary-General to consult the regional States and ascertain their views with a view to promoting confidence-building measures in the regions of tension.
كما يطلب إلى الأمين العام أن يتشاور مع الدول الإقليمية وأن يتثبت من آرائها بغية تعزيز تدابير بناء الثقة في مناطق التوتر.

" 5. Urges also, in the context of confidence-building measures, the maintenance of military balance between States in the regions of tension consistent with the principle of undiminished security at the lowest level of armaments " ;

Originally we talked about " dialogue in the regions of tension to avert conflict " , but we were advised that such a dialogue has to take place among States.
وكنا قد تكلمنا في البداية عن " الحوار في مناطق التوتر لتجنب الصراع " ، ولكن ذكر البعض لنا أنه يتعين أن يكون هذا الحوار بين دول ما.

However, to my delegation the core of paragraph 5 of the draft resolution, concerning the maintenance of military balance between States in the regions of tension and conflict in the acquisition, development and deployment of conventional and strategic weapons systems, is not possible to realize.
بيد أن صميم الفقرة 5 من مشروع القرار فيما يتعلق بصون التوازن العسكري بين الدول في مناطق التوتر والصراع في حيازة منظومات الأسلحة التقليدية والاستراتيجية واستحداثها ونشرها ليس من الممكن بالنسبة إلى وفد بلدي تحقيقه.

Requests the Secretary-General to consult with the States of the regions concerned in order to ascertain their views on the issue and to promote consultations among them with a view to exploring the best possibilities for furthering efforts towards confidence-building measures in the regions of tension " ,
" 7 - تطلب إلى الأمين العام أن يتشاور مع دول المناطق المعنية من أجل التحقق من آرائها بشأن المسألة وأن يعزز التشاور فيما بينها بغرض استقصاء أفضل الوسائل الممكنة لتعزيز الجهود المبذولة لتعزيز تدابير بناء الثقة في مناطق التوتر " ؛

The Assembly also urged, in the context of confidence-building measures, the maintenance of military balance between the States in the regions of tension consistent with the principle of undiminished security at the lowest level of armaments and encouraged the promotion of unilateral, bilateral and regional confidence-building measures to avoid conflict and prevent the unintended and accidental outbreak of hostilities.
وحثت الجمعية العامة أيضا، في إطار تدابير بناء الثقة، على الحفاظ على التوازن العسكري بين الدول في مناطق التوتر والصراع وفقا لمبدأ تحقيق الأمن غير المنقوص بأدنى مستوى من التسلح، وشجعت تعزيز التدابير الانفرادية والثنائية والإقليمية لبناء الثقة قصد تجنب نشوب الصراعات ومنع الاندلاع غير المقصود والعرضي لأعمال القتال.
