In its efforts to solve these problems, my country's delegation welcomes any assistance from the United Nations in the field of mine clearance. However, we would reiterate that any United Nations assistance in this field should not obscure the fact that the countries that have planted mines in the territories of other countries remain primarily responsible for their removal and the payment of compensation for the losses they have caused.
ولمواجهة هذه المشاكل فإن وفد بلادي يرحب بأية مساعدة تقدمها لنا اﻷمم المتحدة ﻹزالة اﻷلغام، بيد أنه لا بد من التذكير بأن أية مساعدة تقدمها المنظمة في هذا المجال لا يجب أن تكون بديلا عن أن الدول التي زرعت ألغاما في أراضي دول أخرى تظل المسؤول اﻷول عن إزالتها وتقديم التعويض اللازم عن أضرارها.

However, the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction, which was the product of that process, did not define the legal responsibility of the States which have laid down landmines in the territories of other countries.
إلا أن اتفاقية حظر استعمال اﻷلغام المضادة لﻷفراد وتخزينها وانتاجها ونقلها وتدمير هذه اﻷلغام، التي كانت نتاجا لهذه العملية، لا تحدد المسؤولية القانونية للدول التي تضع اﻷلغام في أراضي بلدان أخرى.

وتنص الفقرة الخامسة من منطوق القرار المشار إليه على أن جمعية الصحة العالمية " تحث الحكومات التي زرعت ألغاما في أراضي بلدان أخرى على تزويد هذه البلدان بما يلزم من خرائط وتحديد حقوق اﻷلغام التي زرعتها والتعاون في تطهير حقول اﻷلغام في البلدان المعنية بحيث يمكن تجنب الاصابات والوفيات بين المدنيين " .
