In this context, the report also elaborates on the threshold for State responsibility for complicity in torture or other ill-treatment, or an internationally wrongful act.

As to additional reports being prepared by the Special Rapporteur, the next presentation to the Human Rights Council would be a review of international minimum standards needed to secure the accountability of officials who had participated or collaborated in torture or rendition, as well as a report reviewing the legality of targeted killings, particularly by unmanned aerial vehicles.

97. It is clearly established under international law and codes of medical ethics that physicians and other medical personnel should not participate in torture or other cruel, inhuman or degrading treatment or punishment.
97 - من الثابت بوضوح بموجب القانون الدولي ومدونات آداب مهنة الطب أن الأطباء وغيرهم من العاملين في المجال الطبي ينبغي ألا يشاركوا في التعذيب أو غيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة().

66. The Rules should ensure that those potentially implicated in torture or other ill-treatment should immediately and for the duration of the investigation be suspended, at a minimum, from any duty involving access to detainees or prisoners because of the risk that they might undermine or obstruct investigations (see Principles on Effective Investigation, principle 3 (b)).
