Article 14 of the Convention entered into force on 3 December 1982, following the deposit with the SecretaryGeneral of the tenth declaration recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals who claim to be victims of a violation by the State party concerned of any of the rights set forth in the Convention.

In accordance with article 1 of the Protocol, the Committee can only consider communications from individuals who claim to be victims of a violation by a State party of rights contained in the Covenant.
