Some ERAs may be very simple, not even requiring the bidders' qualifications and responsiveness to be ascertained before the auction, while other may be more complex and involve prequalification, examination and evaluation of initial bids.

In such cases, the procuring entity must both request initial bids and provide sufficiently detailed instructions for preparing them, including the scope of the initial bids, the language in which they are to be prepared and the manner, place and deadline for presenting them.
