100. The Committee considers these reports to contain well-founded indications that torture is being systematically practised, and has been for some time, often as a method for criminal investigation and for the purpose of obtaining confessions, in a considerable part of the territory of Nepal.

19. It will also be noted that Bahrain has, as it promised the Sub-Commission on the Promotion and Protection of Human Rights, withdrawn its reservation to article 20 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment calling for an inquiry if the Committee against Torture receives information indicating that torture is being systematically practised in the territory of a State party.
19- ويلاحظ في هذا الصدد أن البحرين قامت، كما تعهدت به أمام اللجنة الفرعية لتعزيز وحماية حقوق الإنسان، بسحب التحفظ الذي كانت قد قدمته على المادة 20 من اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة التي تنص على إجراءات تحقيق في حال استلام لجنة مناهضة التعذيب معلومات تفيد بأن التعذيب يمارس على نحو منتظم في الدولة المعنية.
