In its concluding observations on the report of the United States of America, the Committee was concerned about the restriction of access of indigenous peoples to sacred areas that are essential for the preservation of their religious, cultural and spiritual practices and the insufficiency of consultation with indigenous peoples on matters of interest to their communities.

It is no mere chance that the Human Rights Committee of the United Nations, in its concluding observations on the report of Estonia concerning its implementation of the International Covenant on Civil and Political Rights, expressed concern that the policy of the Government in the field of naturalization and citizenship had created a number of problems which impeded the implementation (by Estonia) of the Covenant (see CCPR/C/79/Add.59).

In its concluding observations on the report of Bolivia (CCPR/C/79/Add.74), the Committee expressed concern that despite the legislation enacted to allow the indigenous communities to enjoy the use of their traditional lands in a communal way, discrimination and other obstacles to the full enjoyment of the rights protected under article 27 of the Covenant continued to exist.

In its concluding observations on the report of the United Republic of Tanzania (CCPR/C/TZA/CO/4), the Committee reiterated its concern that courts continue to impose death sentences despite the de facto moratorium on the death penalty (applied since 1994) and at the high number of persons remaining on death row.
