206. At their joint meeting, the councils of Arab ministers of Justice and of the Interior had adopted a decision calling upon the Arab States to take the necessary action to bring about the following within the framework of their domestic laws:

5. The Ministers of Justice and of the Interior had taken steps to punish police malpractice — excessive use of firearms during arrests, ill-treatment and even torture during interrogations — but those measures needed to be incorporated within a comprehensive strategy.
٥ - وقد اتخذ وزراء العدل والداخلية تدابير لمعاقبة تجاوزات الشرطة - كاﻹفراط في استعمال اﻷسلحة النارية عند الاعتقال، واستخدام العنف أثناء التحقيق، بل والتعذيب - بيد أنه سيتعين إدخال هذه التدابير في استراتيجية عالمية.

The efforts made by the League of Arab States in the area of counter-terrorism at the Arab level resulted in the signing on 22 April 1998, during a joint meeting of Arab ministers of Justice and of the Interior held in Cairo, of the Arab Convention on the Suppression of Terrorism, which entered into force on 7 May 1999 and to date has been ratified by 17 Arab States.
وقد توجت جهود الدول العربية في مجال مكافحة الإرهاب على الصعيد العربي بإبرام الاتفاقية العربية لمكافحة الإرهاب في 22 نيسان/أبريل 1998 في اجتماع مشترك لوزراء العدل والداخلية العرب بالقاهرة والتي دخلت حيز النفاذ في 7 أيار/مايو 1999 وصادقت عليها حتى الآن 17 دولة عربية.

207. Given the concern of the Arab States to give effect to the Arab Convention on the Suppression of Terrorism, a joint ministerial committee of the councils of Arab ministers of Justice and of the Interior had elaborated implementing measures for the Convention in the judicial and security fields and they had come into effect on 1 January 2001.
207 - وحرصا من الدول العربية على تفعيل الاتفاقية العربية لمكافحة الإرهاب، قامت لجنة وزارية مشتركة من مجلسي وزراء العدل والداخلية العرب بوضع إجراءات تنفيذية للاتفاقية في المجالين القضائي والأمني بدأ العمل بها ابتداء من 1 كانون الثاني/يناير 2001.
