The department has three divisions: a juvenile care division, which supervises social education institutions that provide comprehensive care to boys and girls under the age of juvenility; an aftercare division, which monitors follow-up care of juveniles, released inmates and recovered addicts; and a division of social education, which supervises the care of orphans, persons of unknown parentage and foster care children.

There are still too many entities (especially prosecution offices) involved in placing juveniles in homes in that there are dedicated juvenile prosecution offices and yet various other prosecution offices continue to place juveniles in homes, meaning that the efforts of juvenile care homes are dispersed among juvenile prosecution offices and other prosecution services;

It is further concerned at: (a) The situation of children in conflict with the law between 15 and 18 years, who are treated as adults by the justice system and held in prisons for adults, owing to provisions in the Yemeni juvenile care Act which state that only children 15 years and younger should be referred to the juvenile system;
