In 1998 Harminder Singh Khalsa participated in a conference which was opposed by the Government of India and reports of that appeared in a newspaper.

He sought asylum in Canada, where his request for protection was denied on the ground of his membership in the Babbar Khalsa International terrorist group, which posed a threat to Canada's national security.
والتمس صاحب الشكوى اللجوء في كندا ورفضت السلطات الكندية توفير الحماية له على أساس أنه عضو في منظمة بابار خالسا الدولية الإرهابية ويمثل خطراً على الأمن القومي في كندا.

In particular, they claimed that the Commissioner's decision to allow the wearing of the Khalsa Sikh turban instead of the stetson is unconstitutional.

In January 1986, Dalip Singh Khalsa and Harminder Singh Khalsa were sentenced to death but their sentences were commuted into life imprisonments based on a general amnesty following the accession of Mrs. Benazir Bhutto to the post of Prime Minister.

1.1 The complainants are Harminder Singh Khalsa and his family, Karan Singh and his family, Jasvir Singh and Dalip Singh Khalsa.

2.2 In 1984, Dalip Singh Khalsa and Harminder Singh Khalsa were among a group of nine persons who hijacked an airplane of the Indian Airlines to Pakistan to respond to the attack of the Indian army on the Sikh Holy City of Amritsar and to draw the attention of the international community to the killings of thousands of innocents.
2-2 وفي 1984، كان داليب سينغ خلسا وهارمندر سينغ خلسا ضمن مجموعة من تسعة أشخاص اختطفوا طائرة تابعة للخطوط الجوية الهندية إلى باكستان رداً على هجوم الجيش الهندي على مدينة السيخ المقدسة " أمريتسار " وسعياً للفت انتباه المجتمع الدولي إلى عمليات قتل آلاف الأبرياء.

In August 2002 the Canadian Security and Intelligence Service (CSIS) issued a report stating that there were reasonable grounds to believe that the complainant was a member of the Babbar Khalsa International (BKI) terrorist group, an alleged Sikh terrorist organization whose objective is to establish an independent Sikh state called Khalistan, taking in the Indian province of Punjab.
وفي آب/ أغسطس 2002، أصدر جهاز الأمن والاستخبارات الكندي تقريراً ذكر فيه أن لديه " مبررات معقولة تدعو إلى الاعتقاد بأن صاحب الشكوى كان عضواً في جماعة " بابار خالسا الدولية " الإرهابية وهي منظمة للسيخ متهمة بممارسة الإرهاب وهدفها تأسيس دولة مستقلة للسيخ تسمى " خالستان " وتضم إقليم البنجاب الهندي.
