It was well known that the 1996-1997 programme budget had been approved in exceptional circumstances, and was a political agreement to solve the difficult situation faced by the Organization; however, the level of that budget could not prejudge the level of the programme budget for the biennium 1998-1999 or constitute a budgetary ceiling.

In this context, it would also be necessary to decide whether the relationship between overall numbers for each grade level is to be maintained at the section level or at the level of the programme budget as a whole and whether the maintenance of the relationship would need to be on a strictly one-for-one basis between upgradings and downgradings or whether some minor overall shifts could take place within defined ranges.

71. This method calls for the establishment of a long-term currency reserve fund to minimize, during any given biennium and to the extent possible, changes in the level of the programme budget resulting from variations in the forecast included in the programme budget in respect of currency fluctuation, inflation in non-staff costs and statutory cost increases for staff.

In paragraphs 27 and 28 of his report of 25 August 1997 (A/C.5/51/57), the Secretary-General outlines two possible courses of action to ensure greater predictability and to minimize, during any given biennium and to the extent possible, changes in the level of the programme budget resulting from currency fluctuation, inflation in non-staff costs and statutory cost increases for staff.
١٤ - وذكر اﻷمين العام في الفقرتين ٢٧ و ٢٨ من تقريره المؤرخ ٢٥ آب/أغسطس ١٩٩٧ )A/C.5/51/57( مسارين ممكنين للعمل لكفالة المزيد من إمكانية التنبؤ والتقليل إلى الحد اﻷدنى الممكن، خلال أي فترة من فترات السنتين، من التغيرات في مستوى الميزانية البرنامجية نتيجة لتقلب العملات والتضخم في التكاليف غير المتعلقة بالموظفين والزيادات القانونية في تكاليف الموظفين.

To ensure greater predictability and minimize, during any given biennium and to the extent possible, changes in the level of the programme budget resulting from currency fluctuation, inflation in non-staff costs and statutory cost increases for staff or, as stated by the Advisory Committee in its report (A/43/929), to achieve a greater degree of certainty than now exists, two possible courses of action may be envisaged.

Criteria for priority-setting were proposed at the level of the medium-term plan (programme, subprogramme); the level of the budget outline (same as medium-term plan, or its latest revision, recent General Assembly or Economic and Social Council resolutions indicating new directions in priorities, and general trends of a broad sectoral nature); and at the level of the programme budget (subprogramme, programme elements and outputs).
