2. ٢- يُضطلع بعملية تشاور ومشاركة تشمل المستويات الملائمة من الحكومة والسكان المحليين والمجتمعات المحلية والمنظمات غير الحكومية لتوفير التوجيه بشأن وضع استراتيجية مرنة التخطيط على نحو يتيح أقصى مشاركة من جانب السكان المحليين والمجتمعات المحلية.

(a) Undertake an identification and review of actions, beginning with a locally driven consultation process, involving local populations and communities and with the cooperation of local administrative authorities, developed country Parties and intergovernmental and non-governmental organizations, on the basis of initial consultations of those concerned at the national level;
)أ( القيام بتحديد واستعراض لﻹجراءات، بدءا بعملية تشاور ذات دفع محلي، تشمل السكان المحليين والمجتمعات المحلية وبالتعاون مع السلطات الادارية المحلية واﻷطراف من البلدان المتقدمة، والمنظمات الحكومية الدولية والمنظمات غير الحكومية، على أساس المشاورات اﻷولية للمعنيين على الصعيد الوطني؛

(f) promote the conduct of joint research programmes between national, subregional, regional and international research organizations, in both the public and private sectors, for the development of improved, affordable and accessible technologies for sustainable development through effective participation of local populations and communities; and
)و( تُشجع تنفيذ برامج بحوث مشتركة بين منظمات البحوث الوطنية ودون الاقليمية والاقليمية والدولية، في كلا القطاعين العام والخاص، من أجل تطوير تكنولوجيات مُحسنة للتنمية المستدامة يكون مقدورا على تكلفتها ويسهل الوصول إليها، عن طريق مشاركة السكان المحليين والمجتمعات المحلية مشاركة فعالة؛
