231. Measures taken by the Government to assure all medical service and medical attention in the event of sickness include Decree-Law No. 24/86/M, of 15 March, which ensures access to health care for the whole population of Macau.

The right to the highest attainable standard of physical and mental health comprises, inter alia, “the prevention, treatment and control of epidemic ... diseases” and “the creation of conditions which would assure to all medical service and medical attention in the event of sickness”.

54. The state of health in Nigeria does not fulfil the Government’s obligations under the International Covenant on Economic, Social and Cultural Rights to “create conditions which would assure to all medical service and medical attention in the event of sickness” (art. 12 (d)).
54- وحالة الصحة في نيجيريا لا تفي بالتزامات الحكومة بموجب العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية المتمثلة في " تهيئة ظروف من شأنها تأمين الخدمات الطبية والعناية الطبية للجميع في حالة المرض " (المادة 12(د)).

The latter in particular stipulates that among the steps to be taken by States parties to achieve the full realization of this right shall include those necessary for the " prevention, treatment and control of epidemic, endemic, occupational and other diseases " and the " creation of conditions which would assure to all medical service and medical attention in the event of sickness " .
والأخير ينص بوجه خاص على أن من بين الخطوات التي يتعين على الدول الأطراف اتخاذها لتأمين الممارسة الكاملة لهذا الحق " الوقاية من الأمراض الوبائية والمتوطنة والمهنية والأمراض الأخرى وعلاجها ومكافحتها " و " تهيئة الظروف التي من شأنها تأمين الخدمات الطبية والعناية الطبية للجميع في حالة المرض " .

308. In addition to the various measures mentioned above, and in accordance with article 12, paragraph 2 (d), of the Covenant, which calls for " the creation of conditions which would assure to all medical service and medical attention in the event of sickness " , it should be noted that a medical assistance plan for the economically disadvantaged and a compulsory insurance scheme have been introduced to enhance medical and social protection.
308- وبموازاة التدابير المختلفة المذكورة آنفاً، وطبقاً للفقرة الفرعية (د) من الفقرة 2 من المادة 12 من العهد عن " تهيئة ظروف من شأنها تأمين الخدمات الطبية والعناية الطبية للجميع في حالة المرض " ، يشار إلى تعزيز الحماية الاجتماعية الطبية بواسطة إنشاء نظام لتقديم المساعدة الطبية إلى رقيقي الحال اقتصادياً ونظام تأمين صحي إلزامي.

Article 12 (2) (b) and (d) are also relevant, reading, in part, " The steps to be taken by the States parties to the present Covenant to achieve full realization of this right shall include those necessary for: (b) The improvement of all aspects of environmental and industrial hygiene; ... (d) The creation of conditions which would assure to all medical service and medical attention in the event of sickness " .
