The 11 States members of the International Conference on the Great Lakes Region have been equal partners in the OECD-hosted work by actively participating in the development and implementation of the OECD guidance, including leading a regional approach to implement a mineral certification mechanism in the Great Lakes region that makes the OECD guidance operational on the ground.

Following repeated acts of gross misconduct committed by General Muheesi Baraba during his time in office, the Democratic Republic of the Congo recused him, but did not declare him persona non grata, at a meeting of ministers of defence of the States members of the International Conference on the Great Lakes Region, on the margins of the Summit of Heads of State of the Conference, held in Nairobi on 31 July 2013.

UN-Habitat and the Economic Commission for Africa began collaboration in 2013 on strengthening the capacity of the States members of the International Conference on the Great Lakes Region to address the land and property issues of internally displaced persons and refugees, with specific emphasis on women's land and property rights, in conjunction with the International Conference and the African Union.

31. From 20 to 24 February, the Heads of Intelligence Services of States members of the International Conference on the Great Lakes Region met in Lubumbashi in Katanga Province. The meeting agreed on modalities for establishing a Joint Intelligence Fusion Centre in Goma, North Kivu, to centralize information on armed group activities in the Great Lakes subregion.

On 27 September, I chaired a high-level meeting on the eastern Democratic Republic of the Congo that was attended by 26 delegations, including representatives of the members of the International Conference on the Great Lakes Region, several MONUSCO troop-contributing countries in the Kivus, members of the International Contact Group on the Great Lakes Region and the permanent members of the Security Council.

23. Encourages the Mission, in coordination with members of the International Conference on the Great Lakes Region, to participate, as appropriate and within the limits of its capacities and mandate, in the activities of the Expanded Joint Verification Mechanism as a regional confidence-building mechanism, consistent with paragraph 12 (c) above;
