88. The increasing targeting of migrants in countries in all regions of the world as scapegoats for domestic, social and economic problems has direct and indirect consequences, including acceptance of, and impunity for, direct attacks on their rights and integrity.

In doing so, OHCHR underlines how the effective protection of the human rights of migrants is critical to ensuring that migration is a choice and an opportunity rather than a survival strategy and to facilitating the integration of migrants in countries of destination, enabling them to become fully active members of their new communities.

II. Impact of the economic crisis on migrants in countries of destination
ثانيــا - أثر الأزمة الاقتصادية على المهاجرين في بلدان المقصد

The year 2009 had been particularly alarming because of the economic crisis, the outbreaks of hostility, intolerance, discrimination and xenophobia against migrants in countries of transit and destination and the increase in cases of indefinite detention or collective deportation of migrants.
وكان عام 2009 مقلقا للغاية، لأنه اقترن بالأزمة الاقتصادية، وتجدد الأعمال العدائية والتعصب والتمييز والكراهية إزاء المهاجرين في بلدان العبور والمقصد، وأيضا ازدياد حالات احتجاز المهاجرين لفترات غير محددة أو ترحيلهم الجماعي.
