A portion of the development funds distributed to the municipalities to be allocated to projects relating to women: On 3 August 2012, the Ministry of Interior and Municipalities, at the request of the NCLW, circulated a letter to the municipalities on the need to allocate a portion of the development funds distributed to them to development projects relating to women.

246.1 Prisons in Lebanon are still subject to Decree no. 14310 (11 February 1949), on regulation of prisons, and prison administration still comes under the authority of the Ministry of Interior and Municipalities, despite promulgation of Decree no. 17315 (28 August 1964), which provides for the creation of a prisons administration board attached to the Ministry of Justice.

264.2 In 2008, the Ministry of Interior and Municipalities issued temporary residence papers, which are method of identifying the bearer and allowing him/ her to move around freely without fear of detention and imprisonment. However, they do not allow the bearer to work, enrol at school or university, receive health care or register a marriage contract with Government departments.

The Permanent Mission of Lebanon to the United Nations presents its compliments to the Chairman of the Security Council Committee established pursuant to resolution 751 (1992) concerning Somalia and, with reference to the latter's note dated 24 September 2009, has the honour to forward herewith the response of the Lebanese Ministry of Interior and Municipalities (see annex).

The Government debated a bill introduced by the Ministry of Interior and Municipalities containing, under pressure from women's governmental and non-governmental organizations, an article on the women's quota. Article 53 of the bill stipulated: " Each list must include a proportion of not less than 30% of women; fractions equalling or exceeding one-half shall be rounded up.
وكانت الحكومة قد ناقشت مشروع قانون تقدّمت به وزارة الداخلية والبلديات تضمّن، بضغط من الهيئات النسائية الحكومية وغير الحكومية، مادة حول الكوتا النسائية، إذ نصّت المادة 53 منه على أنه " يتوجب على كل لائحة أن تضّم بين أعضائها نسبة لا تقلّ عن 30 في المائة من الجنس الآخر على أن تدوَّر الكسور التي تعادل أو تتجاوز النصف.

27.2 The Ministry of Interior and Municipalities took the initiative of including a quota in the electoral bill submitted to the Council of Ministers in 2012. The bill provides for the adoption of the proportional system in expanded constituencies with a 30% quota for women on candidate lists, with the proviso that lists be arranged in the sequence of man/ woman or woman/ man.
27-2 كذلك بادرت وزارة الداخلية والبلديات إلى إدخال الكوتا في مشروع قانون الانتخابات الذي رفعته إلى مجلس الوزراء في العام 2012، وقد نصّ المشروع على اعتماد النظام النسبي في دوائر موسّعة وعلى نسبة 30 في المائة من النوع الآخر في لوائح المرشحين على أن يكون الترتيب مرقّطاً (أي بمعنى التسلسل رجل/امرأة أو امرأة/رجل في اللوائح).

Pursuant thereto, the Ministry of Interior and Municipalities issued Decision no. 2091 (3 December 2010), on the formation of a committee to formulate a master plan to facilitate the participation of those with special needs in the electoral process.
وبناءً عليه، أصدر وزير الداخلية والبلديات القرار رقم 2091 تاريخ 3 كانون الأول/ديسمبر 2010 المتعلّق بـ " تشكيل لجنة لوضع خطة توجيهية لتسهيل مشاركة ذوي الاحتياجات الخاصة في العمليات الانتخابية " .

As a result of this decision, the Ministry of Interior and Municipalities issued a circular on 19 June 2009, requiring all information in judicial records to be entered in the feminine form when it relates to a female, in other words, " to stop generalizing as `person'and instead to specify gender (male or female) " .
وكان بنتيجة هذا القرار أن أصدر وزير الداخلية والبلديات تعميماً بتاريخ 19 حزيران/يونيه 2009 طلب فيه تأنيث ما يرد في متن بيانات السجل العدلي من معلومات عندما تتعلق بأنثى، أي " الخروج من التعميم المتعلّق بالشخص إلى التخصيص بحسب جنسه (ذكراً أم أنثى) " .
