Mr. Lukiyantsev (Russian Federation), speaking on behalf of the Collective Security Treaty Organization (CSTO), said that trafficking in persons was one of the most dangerous forms of transnational organized crime and was carried out by highly organized criminal groups that undermined the rule of law.

69. Mr. Ivanou (Belarus), speaking also on behalf of Armenia, Kazakhstan, Kyrgyzstan, the Russian Federation and Tajikistan, said that the Eleventh United Nations Congress on Crime Prevention and Criminal Justice should help further the development of relevant legal standards and strengthen international cooperation to combat the most dangerous forms of criminal activity threatening the social and economic development of every nation.
