61. Mr. Muita (Kenya) said that the principle of universal jurisdiction was rooted in the belief that certain crimes were so serious that they offended humanity as a whole, and that therefore all States had a responsibility to bring the perpetrators to justice.

20. Mr. Muita (Kenya) said that freedom of expression could be an obstacle when trying to ban extremist political parties, movements and groups. He regretted the failure by certain States to take action to address the problem.

30. Mr. Muita (Kenya) expressed alarm at the increase in the number of refugees and displaced persons in Africa and said that African Governments and regional and subregional organizations must take decisive action to address the root causes of conflicts that led to the uprooting of populations.

18. Mr. Muita (Kenya), speaking on behalf of the Group of African States, said that eradicating poverty was a precondition for sustainable development; however, despite some improvement, progress to that end was slow in sub-Saharan Africa, compared to other developing regions.

32. Mr. Muita (Kenya), speaking on behalf of the Group of African States, said that it was regrettable that ICT had not been included as one of the sectors addressed under the Goals framework, given that the digital divide was a cross-cutting obstacle to achieving the Goals.
