An election for the Chamber of Deputies was held on 24 October 2002. Royal Decree No. 41 of 2002, establishing the Consultative Council, was issued on 16 November 2002. On 14 December 2002, the Consultative Council and the Chamber of Deputies were invited to the opening of the National Assembly's first legislative session.

In accordance with the Constitution, the law supports the activities of civil society. The results of the work done during the first part of the National Assembly's first legislative session underscored the vitality of political and civil life and the positive general climate in which freedom of opinion is exercised in accordance with the guarantees provided for in the Constitution and the law.
13- في إطار ما نص عليه الدستور، يشجع القانون نشاط المجتمع المدني، كما أكدت محصلة عمل الدور الأول للفصل التشريعي الأول للمجلس الوطني حيوية الممارسة السياسية والمدنية والمناخ العام الإيجابي الذي تمارس فيه حرية الرأي والرأي الآخر في إطار ما كفله الدستور والقانون.
