I. STATUS OF IMPLEMENTATION OF THE new support cost ARRANGEMENTS

It will be noted that the current estimate of resources necessary to finance the new support cost arrangements amounts to $473 million, which represents a reduction of approximately 25 per cent from the originally established amount of $627 million.
وينبغي ملاحظة أن التقديرات الحالية للموارد اللازمة لتمويل الترتيبات الجديدة لتكاليف الدعم تصل الى ٤٧٣ مليون دولار، وهذا يقل ٢٥ في المائة تقريبا عن المبلغ المعتمد أصلا وقدره ٦٢٧ مليون دولار.

IMPLEMENTATION OF new support cost ARRANGEMENTS

2. As reported to the Governing Council at its thirty-ninth session in document DP/1992/23, the new support cost arrangements went into effect as of 1 January 1992.

9. In paragraph 33 of decision 91/32, the Governing Council requested that information on the status of the authorized financial provisions for the new support cost arrangements be included in the present report.

137. The Office of Evaluation and Strategic Planning's evaluation in 1995 of national execution concluded that, overall, the participation of specialized agencies in nationally executed projects had not been optimal because the new support cost arrangements had not worked well.
١٣٧ - وقد خلص التقييم، الذي أجراه مكتب التقييم والتخطيط الاستراتيجي في عام ١٩٩٥ لعملية التنفيذ الوطني، إلى أن مشاركة الوكالات المتخصصة في المشاريع المنفذة وطنيا لم تكن، إجمالا، مشاركة مثلى ﻷنه لم يتم إعداد الترتيبات الجديدة لتكاليف الدعم إعدادا جيدا.

36. It is perhaps unfortunate that the new support cost arrangements came into being just at a time when a major reduction in UNDP core resources resulted in serious staff and capacity cutbacks in many of the agencies of the United Nations system that implement UNDP projects.

The current estimate of resources necessary to finance the new support cost arrangements amounts to $456 million, as already specified in table 1 in the report of the Administrator on the mid-term review of resources for the fifth programming cycle (DP/1994/18) submitted to the Executive Board at its annual session 1994.

It should be noted, however, that the new support cost arrangements are only a part of a larger package of legislative and policy measures adopted by the Governing Council to achieve these objectives including, inter alia, new initiatives relating to more effective use of national execution, the adoption of a programme approach and a renewed emphasis on human development and capacity-building.

In setting out the framework for the new support cost system in decision 90/26, the Governing Council decided, in paragraph 22, that " as far as possible, the arrangements should have a ten-year validity but there should be a review of the functioning of the new system in time for the preparation of the sixth cycle " .
١٧ - عند وضع اﻹطار الخاص بالنظام الجديد لتكاليف الدعم في المقرر ٩٠/٢٦، قرر مجلس الادارة في الفقرة ٢٢ أن " يكون لهذه الترتيبات، بقدر المستطاع، فترة صلاحية مدتها عشر سنوات، على أن يجري استعراض كفاءة النظام الجديد في الوقت المناسب للتحضير للدورة السادسة " .

38. One objective of the framers of the new support cost arrangements was to assist in sharpening the technical edge of the agencies and in their becoming recognized centres of excellence in their respective areas of expertise by reducing their project administration and operational role, increasingly involving them in upstream policy dialogue and programme development, and increasing their role in project monitoring and evaluation.
٣٨ - وأحد اﻷهداف التي تطلع إليها صائغو النظام الجديد لتكاليف الدعم هو تقديم المساعدة في شحذ التفوق التقني للوكالات وتحويلها إلى مراكز امتياز معترف بها كل في مجال درايته الفنية، وأن يتوسل في ذلك تقليل دورها اﻹداري والتشغيلي في المشاريع، وزيادة مشاركتها في المراحل التمهيدية لحوارات السياسة العامة والتنمية البرنامجية، وزيادة دورها في رصد المشاريع وتقييمها.

10. The evaluation team should consist of three persons and be led by a person of stature, familiar with multilateral technical cooperation, but not previously associated, as a delegate or an agency official, in the establishment of the new support cost regime.
١٠ - وينبغي أن يتكون فريق التقييم من ثلاثة أشخاص بقيادة شخصية مرموقة، لديها دراية بالتعاون التقني المتعدد اﻷطراف، ولكنها لم تشارك من قبل، بصفة مندوب أو موظف وكالة، في وضع نظام تكاليف الدعم الجديد.
