non-governmental organizations invited to the Rome Conference, registered to the Preparatory Commission for the International Criminal Court, or having consultative status with the Economic and Social Council of the United Nations whose activities are relevant to the activities of the Court and other non-governmental organizations invited by the Assembly may, through their designated representatives:

1. non-governmental organizations invited to the Rome Conference, accredited to the Preparatory Commission for the International Criminal Court, or having consultative status with the Economic and Social Council of the United Nations whose activities are relevant to the activities of the Court and other non-governmental organizations invited by the Assembly may, through their designated representatives:

Non-governmental organizations recognized by the Economic and Social Council whose fields of competence are relevant to the law of the sea and other non-governmental organizations invited by the Meeting of States Parties which have demonstrated their interest in matters under the consideration of the Meeting of States Parties may also participate as observers.
٥ - كما يجوز الاشتراك، بصفة مراقبين، للمنظمات غير الحكومية المعترف بها من قبل المجلس الاقتصادي والاجتماعي التي تكون مجالات اختصاصها ذات صلة بقانون البحار ولغيرها من المنظمات الحكومية الدولية المدعوة من قبل اجتماع الدول اﻷطراف التي أبدت اهتمامها بالمسائل قيد البحث في الاجتماع.

Observers designated by non-governmental organizations invited to the Congress may participate, without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups.
للمراقبين الذين تسمّيهم المنظمات غير الحكومية المدعوّة إلى حضور المؤتمر أن يشاركوا، دون أن يكون لهم حق التصويت، في مداولات المؤتمر ولجانه الرئيسية والفرعية وأفرقته العاملة.

5. Non-governmental organizations recognized by the Economic and Social Council whose fields of competence are relevant to the law of the sea and other non-governmental organizations invited by the Meeting of States Parties which have demonstrated their interest in matters under the consideration of the Meeting may also participate as observers.
٥ - كما يجوز الاشتراك، بصفة مراقبين، للمنظمات غير الحكومية المعترف بها من قبل المجلس الاقتصادي والاجتماعي التي تكون مجالات اختصاصها ذات صلة بقانون البحار ولغيرها من المنظمات الحكومية الدولية المدعوة من قبل اجتماع الدول اﻷطراف التي أبدت اهتمامها بالمسائل قيد البحث في الاجتماع.
