It must be noted in that context that the entitlement to summary records applies to the Commission itself, not its working groups, and that the Commission has for some time forgone requesting records for the entire duration of each session, requesting instead that written records be prepared only for the key parts of the session dealing with normative texts being considered and the adoption of the report.
