At the request of Contracting or Signatory States to this Convention comprising not less than one third of the Contracting and Signatory States, the depositary shall convene a conference of the Contracting and Signatory States to designate the supervising authority and the first registrar and to prepare or revise the regulations referred to in section II of the annex.

Language along the following lines may be considered: " At the request of not less than one third of the [Contracting] [Signatory] States to this Convention, the depositary shall convene a conference of the [Contracting] [Signatory] States for designating the supervising authority and the first registrar, and for preparing the first regulations and for revising or amending them " .

74. Section 3 of the Local Government Elections (Amendment) Act 2004 has a direct bearing on participation of women in Local Government which provides that " notwithstanding anything in this Act not less than one third of the seats in a council shall be reserved for women " .
