(2) بالنسبة إلى جميع الجرائم الأخرى التي يرتكبها أحد الرعايا الأجانب في بلد أجنبي، تتم، خلا وجود حكم ينص صراحة على غير ذلك، وفي حال عدم استرداد المجرم، مقاضاة المجرم ومحاكمته فقط إذا كان القانون الإثيوبي يعاقب على الجريمة بالإعدام أو بالسجن مع الأشغال الشاقة لمدة لا تقل عن عشر سنوات " .
