It was worthwhile to note in this respect that UNICEF was bound to rely on the active participation of cooperating Governments and on their internal control frameworks.

It is important to note in this respect that determining the relevant " stakeholders " (or at least determining what weights one assigns to their relevant interests) is to some extent determined by the stated goals of the legislation - if the competition legislation gives precedence to consumer interests then this group may be the primary stakeholder.
