According to Article 4 of the Declaration on the Elimination of Violence against Women, States should condemn violence against women and should not invoke any custom, tradition or religious consideration to avoid their obligations with respect to its elimination.
ووفقا للمادة 4 من إعلان القضاء على العنف ضد المرأة، ينبغي للدول أن تدين العنف ضد المرأة وألا تتذرع بأي عرف أو تقليد أو اعتبارات دينية للتنصل من التزاماتها فيما يتعلق بالقضاء عليه.

It noted that justifications based on those factors were often used also to deny women equitable access to education, health and development resources, and it reiterated article 4 of the Declaration on the Elimination of Violence Against Women which invoked States to condemn violence against women and not employ any custom, tradition or religious consideration to avoid their obligations with respect to its elimination.
كما لاحظ الفريق أن المبررات المستندة الى هذه العوامل عادة ما تستعمل أيضا ﻹنكار حق المرأة في الاستفادة، على قدم المساواة، بالتعليم والصحة والموارد الانمائية. وكرر ما جاء في المادة ٤ من إعلان القضاء على العنف ضد المرأة التي ناشدت الدول أن تدين العنف ضد المرأة وألا تتذرع بأي عرف أو تقليد أو اعتبارات دينية لتجنب تنفيذ التزاماتها فيما يتعلق بالقضاء عليه.

Stresses that it is important that States strongly condemn all forms of violence against women and refrain from invoking any custom, tradition or religious consideration to avoid their obligations with respect to its elimination as set out in the Declaration on the Elimination of Violence against Women;9
5 - تؤكد أهمية أن تدين الدول بشدة جميع أشكال العنف ضد المرأة وأن تمتنع عن اتخاذ أية أعراف أو تقاليد أو اعتبارات دينية ذريعةً للتملص من التزاماتها فيما يتعلق بالقضاء عليه على النحو المبين في إعلان القضاء على العنف ضد المرأة(9)؛
